Following the Termination of 10 Senior Staffs NPA uncovers Additional Financial Irregularities …apprehends Suspect With Illegal Firearm

Following the termination of staffs for financial improprieties and administrative reasons, the National Port Authority (NPA) has disclosed further findings regarding financial improprieties.

In an NPA statement posted on its Facebook page on Tuesday, March 12, 2024, those involved in the act include: Franklin Duboyoy, Acting Deputy Director for Fire Service.

It pointed out that Mr. Duboyoy was apprehended by Corporate Security Coordinator Famod Kanneh for allegedly embezzling $1,750.00 from the NPA, in contrast to the actual payment of $2,415.00.

“Preliminary investigations indicate that Duboyoy issued counterfeit/unofficial receipts to deceive the NPA,” said the NPA.

At the same time, the NPA arrested Peter G. Johnson for unlawful possession of a firearm.

Johnson, NPA noted, was apprehended within the premises of the Freeport of Monrovia over the weekend, possessing an "American Glock 45."

“Both suspects, Franklin Duboyoy and Peter G. Johnson, are currently in custody under the supervision of the Liberia Seaport Police for further investigation.

More details on these developments will be released to the public upon the conclusion of the investigation.”

“The new management team of the NPA, led by Managing Director Sekou H. Dukuly, remains committed to implementing reforms at the ports and ensuring accountability for corporate revenue.”

These developments followed the recent termination 10 senior staff of the entity for the alleged involvement into financial improprieties.

“The Management of the National Port Authority (NPA), after an internal investigation and in consultation with its board chairman, has immediately terminated the following staff for financial improprieties and administrative reasons.”

Those involved in the alleged act include: Gabriel S. Bull, Comptroller; Vakumah Dukuly, former Comptroller; Logan David, former LSP Director; Sabato Dennis, former Director of Investigation and Christian Brownell — Deputy Comptroller.

The rest are: Terrence Doe - Executive Director—Transport; Pewee S Flomoku, Executive Director of Human Resources; Patrick Sumo, Executive Director to the office of former Managing Director Diana Nebo; Civicus Barsi-Giah, Buchanan Port Director and P. Martin Zayzay, Port Coordinator - Buchanan.

“The management has subsequently notified law enforcement for onward prosecution, where applicable. The public is encouraged not to do business with these former employees.”
