Justice Minister, CBL Boss, Others Risk Contempt of Court If… Featured

MONROVIA, LIBERIA - The Criminal Court ‘C’ at the Temple of Justice in Monrovia has issued a writ of Subpoena DucesTecum for Justice Minster Frank Musa Dean, Central Bank of Liberia(CBL) Governor Mr. J. Aloysius Tarlue and others in connection with the alleged printing of extra L$10 billion banknotes.

Judge Yamie Gbeisay issued the writ of subpoena on Justice Minister Dean to produce and testify to the original copy of his communication to Crane Currency Acting Commercial Director, Mr. Peter Brown relating to the printing of Liberian Dollar banknotes and including all documents and pieces of information that informed the content of his communication.

In a January 10, 2020 communication signed by the Minister of Justice, the Ministry stated that after an exhaustive review of all information connected with allegations of additional or missing banknotes supplied, it established that every banknote manufactured by Crane was delivered to and accepted by the Central Bank of Liberia.

CBL Former Deputy Governor for Economic Policy, Dr. Mounir Siaplay, is also to appear before the court to confirm that he accompanied former Governor Milton Weeks and attended several meetings and discussions with the Senate and House of Representatives with respect to the replacement of legacy banknotes in circulation in 2017.

And for CBL Executive Governor Tarlue, he is to produce or testify to the October 2, 2018 Press Release on the conclusion of the Internal assessment of money printed and brought in Liberia 2016 and 2018.

The Presiding Judge’s action comes on the heel of an application filed by defense lawyer, Cllr. Abraham Sillah, which is consistent with Chapter 17, Section 17.3 of the Criminal Procedure Law of Liberia.

The law states: “At the request of either the prosecuting attorney or the defendant, a subpoena commanding each person to whom it is directed to attend and give testimony at a specified time and place or to produce books, documents or other things designated therein.”

Therefore, these top government officials are to appear before the court on today, Tuesday, July 28, 2020 by 9:00Am. Failure to appear before court as mentioned here in above will leave the court with no other alternative, but to hold them in Criminal Contempt of Court.
