China Vows to Continue to Help Liberian Army, Police, Immigration

The Ambassador of the People’s Republic of China accredited to Liberia, Jijun FU, has reiterated that the Chinese government and people will continue to firmly support the Liberian government and people's efforts to maintain national peace and social stability, and continue to help the Liberian army, police and immigration departments to enhance their ability to respond to terrorism and extremist forces infiltration.

Ambassador FU expressed the hope that all media friends will give full play to the positive role of educating and guiding the people in cherishing peace and stability, pushing forward the economic and social development in the country, and promoting mutual understanding and friendship between the people in China and Liberia.

Ambassador FU was speaking on Saturday, January 11, 2020 when he made remarks at the Reception of Broadcasting Xinjiang Anti-terrorist Documentary at the Chinese Embassy in Congo Town, outside Monrovia.

The colorful program was attended by an array of government officials, members of the media and journalists, several other dignitaries, among others.

During the program, the guests watched 2 documentary films " Fighting Terrorism in Xinjiang" and “The black hand-the East Turkistan Islamic Movement and Terrorism in Xinjiang ”together.

The film shows the pain caused by violent terrorism and religious extremists and terrorists in Xinjiang and China's tremendous efforts to solve this problem.

According to the Chinese envoy, “This Xinjiang Uygur Autonomous Region is located in northwest China, covering an area of more than 1.66 million square kilometers, currently inhabited by 56 ethnic groups, of which the Uyghur, Han, Kazak and Hui all have a population of over 1 million. They used to be like a family and live in unity and harmony in this beautiful land with abundant water and grass, rich fruits and vegetables, a bustling market and colorful dance and music culture.”

“Unfortunately, with the spread of terrorism and religious extremists around the world at the end of the last century and the beginning of this century, Xinjiang, which borders Central Asian countries, especially Afghanistan, has also been infiltrated by terrorist organizations and extremist forces. Some ethnic separatists and religious extremists are clad in religious cloaks, preaching the fallacy of die for their belief in order to enter heaven, and use violence and terror to mutilate innocent people in an attempt to split China and establish an extremist regime in the name of religion. They colluded with overseas terrorist organizations to recruit, arm and train some uneducated unemployed youth from Xinjiang to engage in terrorist activities,” he explained.

According to incomplete statistics, from 1990 to the end of 2016, religious extremists and violent terrorist organizations planned and implemented thousands of violent crimes such as explosions, assassinations, poisoning, and arson in Xinjiang, causing a large number of innocent casualties and public and personal property loss. Some terrorists also went to Beijing and Kunming to launch attacks.

They did not let go of even the most respected religious leaders. On July 30, 2014, they brutally assassinated Imam JumaTa'il, the largest mosque in Kashgar. These terrorists claim to be "religious Muslims", but in fact most of them know nothing about the Koran. Not only did they mutilate others under the instigation of terrorist organizations and religious extremists, but also they themselves became victims. As you can see in the film, Rezia, who participated in the “9 · 21” suicide terror attack in 2014, not only caused serious harm to others, she also lost her right leg forever, saying with regret that she had gone down this path because she believed in what extremists called "die for their belief in order to enter heaven".

He continued saying my distinguished guests, being faced with the severe threat of terrorism, all countries have taken proactive measures. “The United Kingdom has set up a “Desistance and Disengagement” organization for people involved in violence and terrorism, forcing them to participate in training; France has established depolarization centers in various regions of the country to provide early intervention for those affected by extremist ideas; The United States has introduced "community correction" measures to mobilize community forces to detect and prevent terrorism and extremism at an early stage.”

Likewise the Chinese government, Ambassador FU said has given top priority to eliminating the root causes of terrorism and extremism and implementing preventive counter-terrorism measures, and has set up a number of vocational and educational training centers in xinjiang. Through providing free food, accommodation and entertainment to those students who are influenced by extremist thoughts and abetted by terrorism, the center arranges students to learn language, history, legal knowledge and skills such as mechanical operation, maintenance, sewing, cooking and hairdressing.

It does not only protect the human rights of the students but also prevents them from becoming victims of terrorism. The vast majority of students become skilled technical workers after graduation, finds a satisfactory job and lives a normal life. It can be said that the learning, living and recreation conditions in these training centers are better than those in the existing vocational and technical colleges in Liberia.

“The Xinjiang Education and Training Center has exerted a good effect of effectively curbing the penetration of extremism, and the public security situation in the local community has obviously improved. No violent terrorist cases and incidents have occurred for three consecutive years. In 2018, Xinjiang's GDP reached about 180 billion U.S. dollars, up 6.1% over the previous year. Xinjiang's tourism industry has resumed rapid growth. In the first 10 months of 2019, it received 200 million domestic and foreign tourists, up 42.62% year-on-year.”
“The Chinese government's counter-terrorism measures have been firmly supported by the people of all ethnic groups in Xinjiang, and have also received general support from the international community. Since the end of 2018, thousands of foreign Ambassadors, officials of international organizations, and media personnel from more than 90 countries and regions have visited the training center. They have witnessed the prosperity and stability of Xinjiang’s society and the people’s livelihood. The measures of counter-terrorism and DE radicalization of Xinjiang are highly endorsed, believing that this is in full compliance with the purposes and principles of the United Nations in fighting terrorism and safeguarding basic human rights, and deserves full recognition and study and promotion.”
However, some western governments and media have proceeded from ideology and not only denied the progress made by Xinjiang in preventing terrorism and extreme forces, but even slandered the education center as a "detention camp" in an attempt to demonize the central and Xinjiang local governments of China. Among them, the U.S House of Representatives passed the “Uyghur Human Rights Policy Act of 2019”in spite of China's repeated opposition, distorted and unjustified the human rights situation in Xinjiang, wilfully slandered Xinjiang’s counter-terrorism and DE radicalization measures, denigrated China ’s policies on ethnic religion, adopted unreasonable sanctions to China and sent serious wrong signals to the terrorist forces.

“It is the consensus of the international Community that freedom of religious belief should not serve as an excuse for religious extremist forces, nor should the protection of human rights serve as an umbrella for terrorism. We will never accept such ideological double standards when evaluating the counter-terrorism and rescue operations in Xinjiang. The people of Xinjiang know best and have the best say on whether China's policies are good or not. In the past, there were frequent terrorist incidents in Xinjiang, and the people were worried all day long. In Xinjiang today, the society is peaceful and the people live a happy life. The Chinese government believes that people's happiness is the greatest human right. Nearly 1.4 billion Chinese people of all ethnic groups, including the Uygur people of Xinjiang, cherish their happy lives and are willing to work with the people of the rest of the world to build a community of Shared future for mankind and share a happy and beautiful life.”

Ambassador FU thenre-emphasized that Terrorism is a common challenge faced by all mankind, and many African countries are also suffering from terrorism and extremist forces.

“China is not only a victim of terrorism and extremism, but also a contributor to international cooperation in counter-terrorism. As a permanent member of the UN Security Council, China is willing to cooperate with the international community including Liberia to deal with the public hazards of terrorism and extremism, and learn from each other and share its experience in fighting terrorism and extremism.
